Place rice wine, hoisin sauce, soy sauce, dark soy sauce, brown sugar, oil and ginger in a large ziplock bag (or a large bowl). Add the drumsticks and toss in the marinade to coat. Place in the fridge to marinate for at least 20 minutes.
Preheat the oven to 350 degrees F.
Remove the drumsticks from the marinade (retaining the liquid) and place in a roasting pan. Roast in the oven for 40 minutes, or until cooked through and crisp on top.
Pour the marinade into a small saucepan, bring to a boil, and drizzle over the chicken. Sprinkle the scallion and serve with rice.
